Preheat oven to 400 degrees.
Wash and prep the produce.
In a large bowl add the ground pork, green onion whites, garlic, ground ginger, red chili flakes, pepper, soy sauce, rice vinegar, sesame oil, and 1 tbsp chicken broth. Mix together until it is well combined.
In a casserole dish, add a splash of chicken broth to the bottom, then layer wonton wrappers and thinly spread pork mixture. Layer until all of the pork mixture is gone.
Pour a little chicken broth on the top of the top wrappers and make sure it is on the sides of the dish.
Cover tightly with aluminum foil and bake for 25-30 minutes.
Garnish and serve.
